School districts shall maximize access to federal funds for the school breakfast and lunch programs under the United States Department of Agriculture Community Eligibility Provision, provision 2 under 7 C.F.R. Part 245, or this act. These breakfasts and lunch must be made available to every student, every school day, at no cost. Highest levels of student engagement are to be accomplished though making the meals accessible through the measures outlined. Each parent/guardian must fill out an annual household income survey. OSPI must bear this cost, and families may choose to opt out.

The School Hunger Reinvestment Account is created and must be used only for expanding access to school lunches and breakfasts that are free to students. OFM and OSPI shall develop a methodology to calculate the savings generated.
