Expansion of school-based health centers will be supported by providing coordination and technical assistance with the goal of having at least one school-based health center in every school district by the beginning of the 2025-26 school year. 

The Health Care Authority (HCA) must develop a school-based health center payment methodology for medical assistance clients that recognizes the value and unique services delivery of providing health care in a school-based setting.  The methodology shall provide reimbursement for:  physical and behavioral health care services delivered in a school-based center model; and multidisciplinary team-based services, such as shared appointments, care conferences, and team meetings.

By 12-1-20, the HCA shall report the methodology with proposed recommendations for implementation to the appropriate legislative committees.

The health-centers must incorporate all of the elements of the model school-based health center as described.
