The purpose of this Act is to reaffirm that the Federal Government is responsible for the health, safety, and well-being of children and families in its custody. Specifically, the bill would end family separations except under limited circumstances, such as when the separation is authorized by a state court or child welfare agency, or the child is deemed a trafficking victim or in danger of abuse or neglect, set a variety of minimum health and safety standards for children and families in Border Patrol Stations, end for-profit contractors from operating new Office of Refugee Resettlement (ORR) standard shelters or influx facilities, expand alternatives to detention and remove roadblocks to placing unaccompanied children with sponsors, provide access to legal counsel, provide resources to non-profit centers that are helping to provide humanitarian assistance and improve public oversight of immigration detention facilities
