Creates a state Office of Behavioral Health Ombuds that shall do the following:

Advocate for all patients seeking behavioral health services;

Advocate for all patients receiving inpatient behavioral health services; assure that patients are afforded all of the rights given to them by state and federal laws;

Maintain independence and be free from all conflicts of interest; and

Provide consistent quality services across the state.
