Reduces ASB and student participation fees to $5 for students receiving free/reduced priced meals; requires the process for collecting fees from low income students is the same as for all other students. 

Introduces promoting lively activities for youth (PLAY) grant program - $50,000 ($5,000 per district) of grant funds available per year. 

Reduces required physical examination for school activities to not more frequently than every 24 months unless recommended otherwise by a medical authority.
