HB1021 states that it is the constitutional duty of the legislature to provide for basic K-12 education for all children in Washington. Therefore, the legislature must provide funding for education first before funding any other state programs or operations. The bill would require the legislature to create separate legislation for the appropriations of basic K-12 education and K-12 education programs that would have to be passed by both houses of the legislature. Additionally, funding would have to come from within existing revenue and not rely on new tax sources or rates to fund basic education.
